pricing below not its own cost but below the cost of its "efficient competitor".

That's just plain weird. No antitrust law I'm aware of
prevents you from pricing at your cost. There may be
some differences about whether that should be marginal
or average cost. But the cost of your competitor is
not an issue. If Intel is more efficient than AMD,
certainly in the U.S., they can very legally price
below AMD's cost (but not their own).

Anti-dumping statutes prevent dumping below your cost,
not the cost of some competitor.

Very strange.
