That's one of the things that used to drive me nuts about the federal government - duplicative programs. Every agency wants its finger in the pie. In the 90's, I was all for reforming the executive branch to rationalize such things by narrowing the mission of each agency and placing programs where they rationally belong. Like welfare in Health and Human Services or a new welfare department.

I long since gave up. Even if we managed such a herculean feat, our Congress critters would soon muck it up again. You start to feel like Sisyphus pushing the rock.
