In the last century I would give that title only to FDR, JFK, Reagan and Bill Clinton. Most other politicians are just dressed up phonies like those you mentioned.

Hmm, there's a fairly serious argument that Teddy Roosevelt would have qualified. But it's clear that the rise of mass media, including radio, changed the character of charisma.

Don't forget Teddy Roosevelt - he was last century, and I think he was pretty charismatic.
