That makes sense only for MARRIED women, according to the definition of adultery. Jesus wasn't talking about lusting after SINGLE women. Any lawyer will back me up on this.

The sentence appears to draw a distinction between actually committing adultery (which it forbids) and thinking of committing adultery "in one's heart" (which it makes no judgement on).
