Don't be stupid. It's been tried many times. Arafat's reaction to investment proposals was to say: give me $10 million dollars. For what, the investors asked. For my Swiss bank account, he answered.

That really happened when Hilton proposed building a hotel in Gaza. Surprise, surprise, no hotel was built.

That was a previous agreement. Hamas has reneged and declared that it will never recognize Israel. All Hamas is prepared to offer is a "hudna" a temporary truce, which will be continually broken by other deniable organizations, and by Hamas whenever it likes. How much you want Israel to pay for that?

There are no terms Israel and Hamas can agree on, except on the truce level, managing the conflict. Hamas can agree to hold back shelling on pain of an IDF invasion, that sort of thing.

You keep forgetting Step One of diplomacy.
