If it is as was described in that supposed quote, I do know what I am talking about. But, you don't have to believe me. Economaniack does know about said issues. And if you read the 3M decision, you'll see where such a discount program cost them pretty big.

Which is why I am dubious about the "quote". No one could be dumb enough to say that in public.
