The sentence appears to draw a distinction between actually committing adultery (which it forbids) and thinking of committing adultery "in one's heart" (which it makes no judgement on).

Nope, it's just the opposite. Jesus sees no distinction between the two.

Here's the rest of the passage just to demonstrate how serious Jesus was:

If your right eye causes you to sin, gouge it out and throw it away. It is better for you to lose one part of your body than for your whole body to be thrown into hell. And if your right hand causes you to sin, cut it off and throw it away. It is better for you to lose one part of your body than for your whole body to go into hell.


No, the 2nd passage is similar to the first, in that it discusses actually doing something (and forbids it), as opposed to contemplating doing something. Neither passage passes judgment on merely contemplating sinful behaviour which the person doesn't act upon.
