No. This is the nature of government. No person or party can change the nature of the beast. There are millions of honest bureaucrats laboring deligently accomplishing less than nothing. The absolute best you can do is limit its scope.

If citizens would accept this THEN the rest of the problems would be settled in due time.

IMHO if we could rein in Corrupt and potentially treasonous Politicians the rest of the problems would be settled in due time.
