We agree on that, the Iraqis aren't interested in dancing to the US tune. I have seen that in other locales like Bosnia.

As for what Congress did in 2003, I think Capitol Hill is fairly stupid and spineless most of the time. That was just a particularly egregious example. With any luck, the Iraq experience will put similar operations off the agenda for the next decade at least.
