Good question.

I think he'd pull all troops out of Asia and Europe. He wants to drop out of NATO after all. Keep the navy close to our coasts. And hope no one attacks us again.

I think that would have given Osama enough prestige to establish his caliphate. He'd be viewed as the victor over the worlds preeminent superpower. With no backing from us, the governments in the area would scurry to win his favor. And he'd probably have control of Pakistan's nuclear weapons by now and a majority of the worlds oil reserves. The Caliphate would be the new dominant world power.
