A 20% rating is essentially zero. You will have 10% who don't know what question they are being asked, and another 10% who understand that they are approving or Bush but would do so even if he robbed a bank.

But the rating can go below 20% because some of the totally ignorant 10% will gradually notice that they are disagreeing with four out of five people and who will start to join the crowd, and some of the crazies wll be bipolar and switch at random. Two years ago the president of Peru had a 7% approval rating.
