Having a literate voting public is desirable, but I’ll concede that literacy tests have been abusive. However, providing ballots in other that English is completely counterproductive.

The point of having a literate voting population is to insure they understand what they are reading. If a citizen's first language is another language, why not provide the information in that language to insure the best voting decision. After all, that's why you want the voting population to be literate. Right?
