You are aware that there is a federal charter that specifically lays out that the federal reserve cannot directly purchase for their own account equities or equity index futures, correct?

There is a well known group made up of finance chairs, fed reserve chairman, Treasuery secratary and other IB heads that does meet on tme to time. This is the group that has been "dubbed" the PPT. but in my opinion it is done with moral persuasion.

The IB's of the world are teh ones buying for their own prop account. The real question lies if there is any special law that allows the IB's to carry more leverage then the public is allowed. Derivitives I guess would allow this.

Fed can not legally buy or sell equity's or equity index futres, period. IF they could there would be a easy paper trail from the clearing broker.
