I think it primarily an emotion response. Third parties get more emotional impact from a big news event than from a million little "non-news" events, even if the million non-news events cause a lot more total harm. The people pushing this may be doing so because of their own emotional reaction, or it could be a response to the emotions of others. To a small degree those factors could be effecting me as well (but only to the extent of weakening my disagreement, not to the point where I'm a supporter of the idea or even neutral about it)
