Matter of fact, it's anything goes for the enemy (IED's; civilian shields; booby traps; hiding out in Mosques etc). Speaking of ROE, recently some of the Sunnis who were fighting us and the Shia have come over to the coalition side. I'm sure there are several reasons, not the least being the US dollar. However, another reason is that in some instances, AQ took Sunni families hostage in their homes. Then told the husband or father they would release the family if the husband drove a car or truck loaded with supplies etc. to a specific destination. When the vehicle reached its destination, an AQ a$$hole with cell phone would trigger the bomb in the vehicle killing the driver, innocent Iraqis and military. An example of AQ ROE.
