If you had been an employer, like I have since 1974, you would fast come to the conclusion that nothing is free. We (the workforce not on the dole) pay Medicare taxes while working. I don't know about government employees.

I doubt you will find a Medicare document that states part A is free, although you will find language that says it is premium free because you paid taxes while working. Of course, if you want to parse the word, "free", that's your prerogative. ;-)
