Yes, they gain local support with a combination of basic social services, local civil order, identity and a common enemy. We provide them with the enemy. The services they render are basic, but many people see no other source and believe nobody else gives a damn. Look at infrastructure in Iraq today -- these guys know what they are doing when they attack infrastructure. It means more suffering, but it also means we lose ground to them. Same with providing them with an "enemy" -- we were far away in America, now we are a far more effective enemy -- we kill them, defile them and rape their women. What a marvelous enemy we have become. And Israel? Who could ask for more.
