You can't deny that it would be an enormous help. A thousand times more effective than any military surge. Why are we not talking about a diplomatic surge?

Sometimes the simple answer is the right answer. Take away the tools of recruitment and the AQ will fall. As long as an enemy is provided to them as a tool of recruitment, they will exist.
