Okay, we're going to put a billion dollar bounty on Osama's head. Now how much do we put on Zawahiri's head? And Khalid Sheikh Mohammed's? And Zarqawi's (the guy who had diplomat Lawrence Foley killed)? How do we handle the terrorists involved in the African embassy and USS Cole bombings? With smaller bounties? Is that how we should handle Abdul Rahman Yasin, who made the explosive used in the 1993 WTC bombing who escaped to Iraq and was sheltered there? And how would we know that some mercenery agency didn't just go kill some hapless third world types and try to pass 'em off as the terrorists?
