I think I found the reason for the rally --

Washington (AP) -- Due to the unprecedented liquidations occurring in the stock markets in recent days, President Bush late this afternoon signed an Executive Order banning the selling of all publicly-traded stocks and bonds and related instruments. All forms of shorting are also included in the ban, including the hedging of longs. Purchases will continue to remain legal.

Any person or persons found to be attempting to sell, or conspiring to sell securities in contravention of the Order will be immediately apprehended, held without bail, branded on their forehead with a bear insignia using a hot poker, and then clandestinely transported to one of the many undisclosed locations available to the Department of Justice for further processing. Concurrent with their apprehension, all assets of the accused will be deemed forfeit and correspondingly seized by the US Government in partial compensation for their crimes.
