I guess it IS unclear. Sorry.
See the list where we sign up to play. The first on the list picks two teams, one from each conference, the first week; the second on the list picks the second week; and so on. One can trade a week if he will be gone.

So, first up is Tom C. He will pick the two teams for Week 1. He has until Tuesday prior to the games to post his picks. The spread will be out by then.
