I read the article and it is the city health dept which is telling hospitals they can't let formula be distributed.

If the companies want to get their product to new mothers, they can mail complimentary packages to their homes.

Where are they gonna get their addresses? You don't think the health dept will provide that or let hospitals do it? I guess there's some vital statistics bureau somewhere but if they're telling hospitals to ban formula, they'll tell vital statistics not to provide data to formula companies too. After all if letting someone give away a product sample is a subsidy, letting them know info for their mailing lists is too.

The companies aren't being harmed, merely no longer subsidized.

How is this a subsidy?
