That the health dept is mandating the ban is one reason I see it as strongarming. Are they gonna make hospitals take out candy & pop machines from waiting areas next? After all that could be framed as just promoting healthful food choices.

THis is counseling new moms on the best choice, and not offering anything else that distracts from that choice.

I see the last part as going beyond counseling. But since you don't:

Since abstinence is the best choice for preventing teen pregnacy and STD transmission ..... institutions involved in teen health issues (schools, hospitals, clinics, etc) should counsel abstinence and not offer anything else that distracts from that choice.

Many teens may do fine with condoms, but its not the institutions job to do free advertising for Trojan when it undermines their efforts to get teens to abstain.

Right?
