"I believe he was sincere." I have no way of knowing with any certainty... but, offhand, I don't believe. (I mostly think he was just another politician willing to say most anything to get elected... and his campaign had concluded that appealing to the traditional 'isolationist' ranks within the G.O.P., who were quite vociferous in their opposition to Clinton's 'nation-building' intervention in the Balkans, was likely to gain him political support.)
