Or have allowed domestic spending to increase 8% with his own party in power in congress. Imagine the impact if he had vetoed some of those bills...sending the message back to Delay and Hastert and Frist that the game was up.

And would a true conservative create huge new government programs (underfunded, of course) like Medicare Part D?
