Swerving in and out of traffic with sufficient agressiveness can legitimately be considered reckless driving

Most of that is a function of impatience over speed, wanting to go faster. If traffic slows, the impatient will be more frustrated and could weave and tailgate more. OTOH, if there's a huge penalty for being caught speeding should they break through to an open road, they might become resigned and fall into line. The latter would be a good thing.
