If a military mission doesn't have the support of the citizens in a Democracy, is it a legitimate use of the military?

The majority of people in the US do not support abortion....is it a legtimate use of the judicary's power to find such a right in the Constitution?

My point is that the level of public support is not always equal to the necessity of having a specific policy or action undertaken.....that's why we elect leaders....to do the right thing.
