John You are posing questions that I can't answer. Perhaps the answer is that we need both private and government involvement without blame and cooperation to solve the problems. Government cannot protect us from everything nor can the private sector. I think of our ancestors who had no roads but Indian trails to follow-------buggies laden and collapsing, disease as they traveled, cemeteries built along the way----and those who came in "boats"-----fighting the storms and disease. We have built a society that now embraces technology and expects that our technology will not fail us. Not quite so simple. mj
