i was thinking more of national leaders and entire conflics rather than generals and admirals and single battles.

That's exactly the argument over Algeria, that the French military had turned the war around and was clearly winning, even as De Gaulle decided for diplomatic and political reasons and general world perception reasons that Algeria had to be abandoned.
