Just pass a sub-minimum wage. This sub-minimum wage to be paid to persons that are not yet citizens of the United States.

This would lower the motive for the northward migration. In addition it would be a major motivation for these people to try to become citizens ASAP.

Enforcing immigration law against the greedy employers is the best method. As a result, the job magnet will disengage and employers will actually be forced to pay a slightly higher wage to the legal immigrants or unskilled Americans who would then be attracted to those jobs. Naturally the traditional (labor intensive) jobs in the Agriculture industry will continue to be filled by migrants(with temporary documentation), but the ever expanding encroachment into other industries like Construction will be halted. Much of the negative fall-out from illegal immigration (for instance street crime, citizen identity theft, over-crowded hospital emergency rooms) would be curtailed as well).
