If we are to ever be successful in this decades long endeavor, we must also unite as a country.

Never happen, and you know it. "Long term" to a Pol is the time until his next election. Can't be any other way.

You might take a look at how long we have been in the Balkans and Korea. And Germany. And Japan.

If they accept a liberal democratic government and free enterprise then they can build anything they need themselves.

If they don't, no amount of tax dollars will do any good.

Same is true for all the world's basket cases.
