Another trick used to create the illusion of a surplus was the Roth IRA. There were millions of people voluntarily paying taxes on money that had been placed in IRAs to accumulate income tax free until withdrawal who stepped up to prepay taxes with the promise that it would be tax free at retirement. The IRS will suffer greatly as the money is later withdrawn. The economy however will benefit, which should offset the loss of tax revenue.
