So in your mind nobody is ever accountable for anything? We can just blame the fact that its always been that way, so what does it matter? Why bother to change anything? Incompetence is so ingrained that it should be accepted forever?

If that is how you feel, why do you always rag on the Democrats? Their screwups are as inevitable as those of the Republicans. If you don't think accountability matters, why post at all?

That was mostly the 'old-style' way the government budgeted for the 'Black Programs', the Intelligence Budgets that were never disclosed in the appropriations budgets: they 'hide' black program spending INSIDE the public budgets of other defense appropriations... inflating the line item reported cost of various programs....
