I wish I'd been standing in that issue line. I'd like to have a full-up AK-47.

The statement about the issuance of the arms being "outside normal accountability procedures" is the telling part of the story. They weren't issued according to normal logistical practices.

Not to make excuses, but it sounds like the exigencies of war came into play.
