They had subscription. They didn't get a tax break. They paid dearly.

What has the war on terror cost you? Besides lower taxes?

Where do you get this stuff? Of course there were shortages, food and otherwise, in the North during the Civil War. The North got much of their food and cotton and all of their tobacco from the South. And it wasn't easy replacing those things from Europe, who also imported a lot from the South.

So prices went up and some things became scarce.

In addition, during WWI, there was rationing. Not as severe as during WWII, but it still existed.
