Have improved.........some doctors believe that may be in the past tense. You can find some people, even some people with some level of credentials and knowledge that believe just about anything may have occurred. I see no reason to accept that speculation as fact. And whether they continue to improve or not, we do lag other industrialized nations. If you really want an answer, please ask a more specific question. Name a specific measure or two, provide some data about it, and than ask for an explanation.
