Sometimes infidelity is caused by resentment towards a spouse. Its a way of punishing the spouse one has a grudge against and having fun too. Maybe Bill's serial cheating began after Hillary wouldn't let him go. Since he's still cheating he probably still nurses resentment against her. And she him, too of course. After the coming election loss, things will come to a head. There'll be the fight of a lifetime, divorce, rival books bashing the other. The Clinton's will be making news for a long time.
