"Bush's budget history will make it a lot harder for Republicans to challenge spending proposals by Democrats."

I totally agree...and what an opportunity was missed back in 2003 and 2004. The economy was recovering well. Had the President put the hammer down on the Republican congress on discretionary domestic spending (forget the war - in fact, he could have used that as part of his rationale) and held it to a 3 or 4 percent increase, it would have been meaningful and he might actually be able to now claim he has any standing on spending.

As it is (or was), he gave the congress complete freedom to spend like maniacs. And the republicans joined the democrats in porking it up..
