Yes. It means that doctors have to become patient mills and shovel through as many patients as they can. It also means that a doctors appointment is even more expensive for the patient because they generally wind up having to allocate a lot of time to see a doctor. Often cooling their heels for an hour or more to see the doctor for maybe 10 minutes.
