Overspending and undercharging amount to the same thing. There's no excuse for not paying for what you buy, not in an expansion. Balance the budget, stop playing semantic games.

What irks me is that payroll taxes have been running huge surpluses since Regan raised them, and politicians (Bush for example) use the payroll tax surpluses to pay for and justify cuts in income and estate taxes. It's like robbing Peter to pay Paul as the saying goes.

Personally i think we should eliminate the payroll tax and raise income taxes to make it revenue neutral. Then when we talk about surpluses/deficits cutting/raising taxes, we'd all be talking about the same thing...

tonto, you have it all wrong. We are so successful that we can AFFORD to spend our time posting on this thread. We don't have to spend all of our time earning an income.
