That's the idea.

But, I was trying to point out that that is a strategically outmoded assumption. That the game of power-politics and economics that is played-out today globally does not afford such benefits to foreign occupiers. The historically PR-based automatic assumption of an economic benefit is not born-out.

The 'game is not worth the candle' when there is a steady ongoing loss, and no 'ownership' payoff for being an occupier.
