This is exactly what the Bush administration tried to do to Chevron. They tried to take Chevron's California-Offshore leases for failure to develop them, while at the same time Federal policy prohibited Chevron from proceeding with their development.

Chevron offered to sell the leases back for the net value of the oil resources in the lease area (which not surprisingly Congress refused to pay for) and Chevron then went to court to prevent to expropriation. That fixed the Bush admin but good.

The State of Alaska is trying to revoke Exxon's leases on huge oil/gas deposits because of failure to develop them.
