I believe there are different medical plans for different federal retirees. For instance a friend who retired military has an interesting plan that end up costing him a fairly large amount in deductible. I don't recall the details, but at times he gets quite frustrated.

Governments cannot be trusted to provide things like medical benefits. This is demonstrated again by the recent crisis with cities and counties around the country who have promised retirement benefits but not allocating sinking funds to cover the costs.
