As I understand it a repo has a slight discount built in which is the effective interest rate. It goes to the Fed of course. The Fed just tries to control the Federal Funds rate with these actions. They put out bids and take some of the offers. Most people on SI have no understanding of what the Fed does with all their talk about the PPT etc.
