Bush only clearly presented the difference between you and I.

I would first look at why the monies collected were not used for infrastructure repair and you jump to raise taxes and pour more money into the same leaking bucket.

Just like your failed educational system. You've believe the answer is throw more money at it. I say fix the problem before you throw away more money at it.
