They do when the water is warm. Which it is. Alicia was a good example. It wandered around in the Gulf for a couple of days and was starting to break up one morning when I went to work. By noon, it had reached TS status and was aiming for Galveston. When I got home, it was a Cat 2 and they were evacuating the West End. I heard that on the 6 o'clock news and was on the road 30 minutes later. It made landfall the next morning as a Cat 3.
