You mean that Orca is the banker of choice for payoffs in your industry?

Seems to me that the first thing to do is to find a suitable country for the activity, a country that places a high value on the illegal hot money trade, but not a place so infested with criminals that your funds would be unsafe there.

I looked at their list of locations and some of those places wouldn't work at all, too much transparency and very dangerous for hot money. Some of them, like Brunei or the Seychelles might be ok.

What, Elmat, would be the purpose of "off-shore" banking in the first place? Does money work better somehow surrounded by water, sand and palm trees? <grin>

It is for the purpose of criminal activity, mainly.
