If I read your chart correctly the 50 dma was roughly 16 and the VIX spiked to the high 30's in Oct 1998..

I agree with looking at the VIX via Bollinger Bands - it's a relative, not an absolute, indicator (measuring the volatility of volatility - now that's a lot to wrap your mind around -g). It's also interesting to note that other monthly closes above the upper BB have tended to be good buy points.
