If you mean that if a government action takes value from an individual that it owes compensation for the lost value then I agree. If a third party is harmed as an indirect consequence, I don't believe that the government is liable unless it was reasonably foreseeable.

"I would like to see a smaller role for government in general in the US and esp. for the federal government."

I wholeheartedly agree with that sentiment.
