re:maybe they are worried about iraqis putting explosives in the latrines. Could be something cultural as well - in South Korea lot's of people don't put the paper in the toilet after wiping, they put it in the small trash can next to the toilet - talk about an odor. Several times I saw signs trying to "teach" people where to toss the used paper.
